As Microsoft Outlook for Windows no longer supports hover text with the exception of showing URLs, we have used a workaround that makes the hover text pretend to be a URL. This means there’s a minor side effect that underneath the learn more information you will see “Click or tap to follow link” as shown below.

However, the link is invalid. To make it clear to users where to actually click if they require more information, we’ve added a “For more info, click learn more” to the end of all the hover texts for this client.
